MR. Kaiser Bengali
Kaiser Bengali is Head of the Chief minister’s Policy Reform Unit, Government of Balochistan. Earlier, he was Advisor to the Chief Minister of Sindh for Planning & Development. He was also the first head of the Benazir Income Support Programme and designed the programme. He was also Sindh’s representative on the 7th National Finance Commission, which gave a successful Award. He has now been nominated on the 8th NFC to represent Balochistan. Kaiser Bengali is an economist with 30 years experience in teaching, research and policy advice in Pakistan and abroad. He has a Masters in Economics from Boston University, USA, and a PhD in Economics from University of Karachi, Pakistan. 
He has taught and conducted research at prestigious institutions in Pakistan, such as, the Applied Economics Research Centre, University of Karachi, Shaheed Zulfikar Ali Bhutto Institute of Science & Technology, and was Managing Director of the Social Policy & Development Centre, Karachi. His international teaching, research and consultancy experience includes work at the Institut Universitaire d’Etudes du Developpment, University of Geneva, Switzerland, and the Institute of Development Studies, University of Sussex, UK, and with international organizations in Afghanistan, Saudi Arabia, Eritrea and Kenya. He has over 30 research publications in national and international journals and conferences and he is the author/editor of 6 books on subjects ranging from unemployment, inequality and poverty to education, gender, and water. He has regularly contributed articles on economic and political issues in newspapers and appears on electronic media.
Mr. Shaukat Javed graduated from Government College, Lahore and did his Masters in Public Administration from University of the Punjab. He joined Police Service of Pakistan with the Ist Common Batch. During the service he carried out a one year Post Graduate Research in Public Administration as Hubert H. Humphrey Fellow from University of Washington, Seattle, U.S.A. He also earned a degree in law from Punjab University Law College and Masters in Defense and Strategic Studies from Quaid–e-Azam University, Islamabad as a participant of National Defense College Course. Mr. Javed served at various field and desk appointments in Punjab Police, Islamabad Police and Intelligence Bureau. 
Prominent amongst them were SSP Islamabad, DIG Lahore, Joint Director General IB Punjab etc. He retired as Inspector General of Police,   Punjab in BS-22, which is the highest rank a civil servant can attain. After his retirement he was appointed Member of Punjab Public Service Commission for a period of three years which he completed in April 2012. Presently he is engaged in a number of Academic, Social and sports related activities. He is also on the visiting faculty list of National Management College. Mr Shaukat Javed earned fame as an effective Administrator during his postings in various law enforcement agencies.
MR. Tariq Mahmud
Mr. Tariq Mahmud is a former civil servant with a rich and varied experience of over thirty five years in policy planning and implementation in key public sector domains. He has been Federal Secretary Interior, Communications, Food and Agriculture.He also served as Additional Chief Secretary, Planning and Development of NWFP and Principal Secretary to Governor, Government of Punjab, Senior Member Board of Revenue , Secretary to Chief Minister besides serving as Provincial Secretary in key departments .

He served as Commissioner Bahawalpur and remained Deputy Commissioner in three districts. At present he is teaching at Suleman Dawood School of Business, LUMS.

He has been on the visiting faculty of Centre for Public Policy and Governance, FCCU. He has been doing short term consultancies for ASP-LUMS project since 2013. He is currently also on the visiting faculty of the Civil Services Academy, PAS Campus, Lahore.Mr. Tariq Mahmud is a prolific writer and a regular contributor to Express Tribune on public policy issues.
